Evidences from the Jean Monnet Chair Com4T.EU 2023–2026
This deliverable provides an overview of the evolving European public sphere, focusing on European integration, democratic legitimacy, citizen engagement, digital and deliberative democracy, Civic Tech and Civic Artificial Intelligence. It examines the opportunities and challenges that emerging technologies pose for democratic participation and institutional responsiveness in the European Union, contributing to the Com4T.EU agenda of connecting research, society and policy-making.
Rewiring European Democracy: Technology, AI and the Future of the Public Sphere
This deliverable examines the transformation of European democracy and the public sphere in the context of digitalisation and the emergence of artificial intelligence. It explores key challenges including democratic legitimacy, polarisation, public distrust, citizen engagement and communicative fragmentation, while focusing on digital democracy, deliberative participation, Civic Tech and Civic Artificial Intelligence.
The report also considers how technology and AI can support democratic participation, institutional responsiveness and collective deliberation, while addressing the risks of platform power and technological solutionism. It concludes with policy implications and a future research agenda for strengthening a resilient, inclusive and democratic European public sphere.
Communicating Europe between Crises and Transitions
The volume by Marinella Belluati explores the evolution of European communication policies and the role of communication in the development of a European public sphere. It examines the relationship between information, media, democratic participation and legitimacy, with particular attention to the challenges posed by crises, digital media ecosystems, data governance and the protection of information integrity.
The volume offers a reflection on how communication can contribute to making the European project more visible, shared and participatory.

Communication and dissemination Plan
The Communication and dissemination Plan defines the framework and approach for the communication and dissemination activities of the COM4T-EU project. It provides an overview of the project’s communication objectives, target audiences, key messages, communication channels and implementation activities, supporting a coordinated and effective dissemination of project results.
The document also establishes the project’s visual identity, including the colour palette, typography, imagery and project logo, and identifies the main communication channels, such as the project website, media partnerships and social networks. Key Performance Indicators (KPIs) are defined to monitor the effectiveness and reach of the communication activities throughout the project lifecycle.
